dc.description.abstract The purpose of this thesis is to propose and. develop an Allen County Civic Center which will complement the existing facilities and reinforce the various activities, festivities, images and environment of the city of Ft. Wayne and Allen County. It will enhance the way of life, serving the needs of community, business, and visitors. It will not duplicate or compete with the worthwhile existing elements and new developments, but will strive to enhance and enrich them.The Civic Center will provide a convention center with exhibition space, banquet facilities, and meeting rooms. It will also provide a hotel, a civic gallery/museum, participatory athletic facilities, retail shops, entertainment, recreation facilities, a variety of public spaces, plus parking accomodations for all these functions.These facilities will be supported by both public and private transportation and will be accessible to pedestrians who may be shoppers, downtown employees, visitors and conventioneers, and participants in any of the activities or festivities in the downtown area. In turn, the Civic Center will relate directly with the Central Business District (CBD) businesses, retail establishments, cultural events, and potentially with new development and growth of Ft. Wayne.
