Abstract:
In today's world, most countries claim either a federalist structure or a unitary one. The United States is always a role model of federalism and China is labeled as having a unitary system. This paper examines the history of the formation of American federalism and Chinese centralism. It also examines how China is gradually decentralizing its fiscal administration and has been under the transformation toward federalism in terms of central-provincial relations. However, an overall federalist structure may not be in the best interest of current China.
