Abstract:
This paper examines the Kyoto Protocol by way of Michael Kraft's Policy Process Model. I take a step-by-step, comparative approach by using the United States, Germany, and Japan with this model to describe how it can be used in international public policy making. Furthermore, this paper also looks into how the political environments of each of these three nations play a fundamental role in the acceptance of major international treaties, such as the Kyoto Protocol. In conclusion of this comparative policy analysis, I provide some policy alternatives that might help in developing sound global climate change legislation.
