dc.description.abstract It is the purpose of this thesis to survey a bill in its progress through Congress in an effort to give a total picture of how and why a specific law was enacted. The Vocational Education Act of,1963, was chosen not only because it was a major piece of legislation, but also because the author was able to personally attend several hearings on this bill and other related bills and to talk with various Congressmen on the Education and Labor Committee.
