Abstract

This plan considers best practices and theoretical research in proposing a solution that combats both blight and vacancy in Muncie while also addressing the combined sewer overflows (CSOs) that are required to be remedied by the U.S. Environmental Protection Agency. The solution consists of large site transformations of multiple adjacent parcels into a nature preserve which will be able to control stormwater naturally. This type of transformation is best fit for areas with social need, high vacancy, frequent flooding and low elevation, and weak real estate demand. The research, thus, identifies these area through thorough mapping and analysis. Through both mapping and a scoring system, Zone 3 was identified as a most suitable location. Partnerships and funding sources are suggested as well as a plan of action. In addition to a plan of action, general designs as well as materials and plantings are recommended based on research and findings.
