Abstract
This study explores how local people in Jishan use public spaces and change these as they use. It examines how some activities that are identifies as “encroachments” of public space by law and local regulations as well as local people and how the local authorities manage these on the ground. This study reveals how ungrounded the notions of these activities held by the local government and residents and revealed in their management.
